I've also been trying for well over a week now. The active quest increase not happening is the actual bug since normally the marker that the item is part of an active quest ensures that as long as that quest is active you'll get the item in a couple of attempts rather than the numerous it would normally take. Then the second factor is that the game appears to not be giving the increased drop rate for the item being part of an active quest. One is that the drop rate for this item is rather low in this game. My guess is that it's a combination of two factors happening here. I'm at over 70 myself and still no scythe.
